The College provides high quality courses online
designed, developed and taught by professionals presently in
the homeland security field. Professionals with real
world experience, not just theory. You will be pleased to find
that our programs are not just "watered down" criminal justice
programs like many others offer.
FACULTY:
The faculty is required to have an associate's degree
and/or 10 years of real world homeland security experience to
teach at the certificate and diploma levels. A master's degree
is required to teach the bachelor's degree courses and a
doctorate degree to teach at the masters and doctorate levels.
All of our instructors and professors have years of emergency
management, disaster management.
OUR COURSE DESIGNERS AND DEVELOPERS:
Courses are designed and developed by "real world"
counterterrorism professionals or course content specific
experts, they are written by counterterrorism experts who have
this knowledge from working in the trenches, they review course
content every three months with our counterterrorism analysts to
ensure current information is provided.
The following is just a small sampling of our course
designers and/or faculty.
Allan Britton Ph.D. is a professor at the Homeland
Security University and a Project Manager working for the US
Department of Defense advising on Anti- Terrorism Force
Protection Standards relating to the refurbishment of existing
and the construction of new buildings. His role involves
understanding the various types of extremist groups and their
methods of incursion/attack that may be used in an attack. He
holds a Ph.D. in Fire & Safety; an MBA and a Bachelor of
Laws (LL.B); and has recently been awarded a CHS III (Certified
Homeland Security Level III) from the American College of
Forensic Examiners.
He is a member of the International Association of Arson
Investigators, a member of the American College of Forensic
Examiners, appointed as an Independent Scientific Expert to the
European Commission in March 2004, advising on Life Safety and
Ethical issues, also acting as a Reporter on various research
review projects.
His expertise includes over 29 years in Project Management and
Investigative Experience working in Government (Local and
National), Academia and Industry. With Construction, Commercial
and Teaching experience, Dr. Britton is a former engineer who
has now climbed the academic ladder to become a renowned
Academic who specializes in working on Environmental, Health
& Safety and Physical Security Issues.
Dr Britton is at present carrying out research projects on Air
Quality (Indoor and Outdoor) and the effects of Chemical and
Biological Weapons. (The Protection of Persons from Explosions
within Buildings.) His work in the construction arena has led to
specify environmental, health and safety issues with regard to
Life Safety issues and designing Blast Proof Security Buildings.
He is a career minded professional with over 30 years industry
experience which includes project management, specification
development and more recently working on Life Safety aspects in
respect to Anti-Terrorism Construction. Working in Government
(Local, National, European and International), and industry with
construction, commercial and teaching experience.
Dr Britton is a Member of the American College of Forensic
Examiner and Member International Commission on Occupational
Health as well as being a Member of European Federation of
Biotechnology.
Arnaldo Becher Merli, Ph.D. (specialization - Counter
Terrorism) is a Professor and Analyst with the Homeland Defense
Coalition and the Homeland Security University project. Dr.
Becher is Vice President of the World Security Organization
covering the International Security and Special Operations
Department. He has excellent knowledge of Counter Terrorism,
Emergency Management and Business Continuity and is regarded an
International expert in Security matters.
Dr. Becher initiated his Bachelors degree with the University of
South Africa, UNISA and completed his degree in International
Security, Technology and Management in the United States. In
1998, he received a Masters Degree with distinction in Criminal
Justice Administration from The International University with an
emphasis on Transnational Organized Crime Groups. In 2001 Dr.
Becher was conferred the Ph.D. in International Relations and
Management, specializing in Counter Terrorism. He also holds an
Executive Masters degree in Business Administration.
He leads Becher International, an operational Sub-Division of
the World Security Organization since 1995, working daily with
Intelligence sources around the world. He was heavily involved
in Security matters in the Balkans working for the Organization
for Security and Cooperation in Europe, OSCE. He also headed the
Security branch for the Organization for the Prohibition of
Chemical Weapons, OPCW in the Netherlands. Dr. Becher is
currently, engaged as an International Security Management
Consultant to the United Nations.
Dr. Becher is also the European Director of the International
Goshin-Do Defense Academy. He has instructed various
international members of the Special Forces and State
Police/Military Officers. He currently holds a 6th Dan Black
Belt in Goshin Do Defense System and a 8th Dan Black belt in
Yushido Ryu Combat System.
John R. Hahn,
MS, CFC, CAS, is an Instructor for the Homeland
Security Defense Coalition and the Homeland Security University
project. He graduated from the United States Naval Academy in
1995 and received a commission as an officer in the United
States Navy. Mr. Hahn left the active duty Navy in 2000 and
began a career in civilian law enforcement. Mr. Hahn is
currently a Navy Reserve Officer and a private investigator. Mr.
Hahn earned his national credential as a Certified Forensic
Counselor in 2003 and became a Certified Master Antiterrorism
Specialist in 2008.
As a Naval surface warfare officer, Mr. Hahn held numerous
duties to include assignments as operations officer, ordnance
officer, command investigator, legal officer,
antiterrorism/physical security officer, and force protection
officer with such units as USS AVENGER, USS SIMPSON, Commander
United States Harbor Defense Forces Western Pacific, and
Embarked Security Detachment 132. He developed comprehensive
training programs for security reaction forces and developed
anti-terrorism training programs. Other similar pioneering
programs developed by Mr. Hahn became the model for other
warships and other land-based Navy units of similar size and
mission. Currently, Mr. Hahn is a Navy Reserve lieutenant
commander assigned to Navy Information Operations Center, Camp
Parks, California. Mr. Hahn deployed to the Middle East in
2005-2006 and 2007-2008.
Mr. Hahn has been a peace officer in Northern California for
over five years with such agencies as Town of Paradise Police,
Sutter County Probation, Butte County Sheriff's Reserve, and the
California Department of Developmental Services Police. While
employed as a peace officer, Mr. Hahn compiled information
regarding terrorist activity in the forms of hate/bias crimes,
drug trafficking, and white supremacy/separatist militias. As a
law enforcement physical skills instructor and certified
black-belt martial artist, Mr. Hahn developed training programs
for law enforcement officers and military personnel that
included recognition of disguised and creatively hidden knifes,
firearms, and explosives.
In 2006, Mr. Hahn obtained his California private investigator
license and started Hahn Investigations and Security Consulting.
Mr. Hahn provides investigative services, security/threat
assessments and solutions in Northern California.
Mr. Hahn is currently a member of the California Association of
Licensed Investigators, United States Naval Institute, the
California Narcotics Officers Association, and the National
Association of Forensic Counselors.
Kevin Johnson, TD, BA, is an Instructor at the
Homeland Security University and has a BA degree in
communications and several British academia teaching and
assessment qualifications. His area of expertise is
investigative, interviewing/debriefing and counter-terrorism. He
has a wealth of professional operational and instructional
experience internationally, with a proven track record in
security, intelligence and investigation. He has had several
articles published within the intelligence community.
Mr. Johnson has spent 20 years in the UK Police Law Enforcement,
17 years with the British Army Reserve and recently, 3 years on
active military duty.
As a front-line police officer he worked in many disciplines
including firearms, counter narcotics and serious crime
investigation. He has supervised the tactical management of
large public events, VIP visits and major disasters. As a
national police instructor he taught a number of diverse
subjects including bomb scene management, self-defense, 'method
of entry,' advanced interview techniques and he delivered riot
control instruction to several thousand students. He has been
involved in the delivery of source handling and surveillance
training to police and intelligence organizations and with the
all agency UK counter-terrorism training programs in hostage
negotiations and resolution.
Mr. Johnson's military career has focused upon all aspects of
intelligence and recently included an operational deployment to
Iraq where he was instrumental in implementing the interrogation
and debriefing process for the US and UK in the delivery of a
high quality training package for HUMINT operatives and security
personnel. He was a senior analyst in British military defense
intelligence, conducting high level briefs on strategic defense
issues. He is currently delivering a hostage survival and
hostile environment awareness package to British Foreign and
Commonwealth pre-deployment courses. He is an internationally
recognized expert on the maritime asymmetric threat.
Mr. P. Michel (B.A. in Public Administration) is an
instructor at the Homeland Security University. He is the
president and owner of Praesidia
Defence a German security consulting company,
specialized in providing executive protection services, crisis
management, terrorism awareness and bomb awareness as well as
training programs in executive protection, bomb security and
tactical shooting.
Mr. Michel is a former member of the Bundesgrenzschutz, the
German Federal Border Police. As a member of an intervention
unit in the then West German capital Bonn, he took part at
anti-riot operations, surveillance & surveillance detection,
aviation security and dignitary protection as well as search and
arrest operations.
He successfully attended the 2.5 years of police and military
training at the Federal Border Police Academy as best of the
year. This training included normal patrol duties, advanced
weapon training, anti-riot tactics, urban and rural combat,
aviation security, bomb awareness, raids and dignitary
protection. Besides his training inside Border Police, he
attended several courses (hostage rescue, MP5 & pistol
instructor, tactical driving, team leading and aviation security
in France, UK, the USA and other countries).
He is a graduate of the German Federal University of Applied
Sciences with a BA in Public Administration. At the University
of Nevada/Reno he studied Terrorism & Political Violence.
His articles on topics like terrorism, bomb awareness and
executive protection have been published in security magazines
in France, Germany and the USA (like the Journal of
Counterterrorism). He also participated in the development of a
multi-media training program for bomb awareness. For the German
media he acts as a consultant in terrorism and security.
Inside his company he participates actively as a consultant,
instructor and in protective assignments. Clients of Praesidia
Defence are foreign government authorities, multinational
corporations and individuals.
Mr. Meir Karmon, M.A. is the Chief Commander of the
Israeli Police and an Instructor of the Homeland Security
University online programs.
Meir Karmon holds his B.A from Tel Aviv University and an M.A.
from in Philosophy from Bar Ilan University. He is presently
studying for Ph.D.
He is the Chief Commander of the Israeli Police; teaches
Investigation & criminology at Police at the Academy for
Police Officers; college and university courses at the Police
College for chief officers; Intelligence courses an the Police
Academy; Police Detective courses at the Police Academy and he
is also a Private Detective, with the Bureau of Justice.
He teaches courses in Israel colleges and universities in
investigation; intelligence; security and polygraph examination.
Arnold H. Webster, B.S., MBA (Can.), is an instructor
with the Homeland Security University. He has a B.S (Computer
Systems with an emphasis in Networking and Telecommunications)
and is a candidate for an MBA (with an emphasis in Information
Systems).
For the past 20 years, he has been employed with the Department
of Defense in such areas as Instructor/Technical Writer, where
he taught new equipment training on air defense equipment,
Command, Control, Communications, and Intelligence Systems
(C3I); electronics systems maintenance supervisor, where he
managed the repair of telecommunications systems, cryptographic
equipment, tactical satellite and troposcatter ground
based-systems, automation and data processing (computer)
systems, avionics and RADAR systems; He developed, trained, and
managed several electronics maintenance facilities consisting of
well over 1500 personnel. He worked in the areas of Information
Assurance and Quality control where he developed and implemented
programs to ensure user systems were not compromised through
electronic or physical means.
His community involvement includes developing Training With
Industry (TWI) programs between the military and local civilian
agencies and developing chapters of the Electronics Technician
Association-International for the military to become certified
electronics technicians.
Mr. Webster holds the Certified Electronics Technician
(Journeyman), Certified Customer Support, and the Certified
Communications Technician through the Electronics Technicians
Association-International; The Certified Confidentiality Officer
credential through the Business Espionage Controls and Counter
Measures Association; Certified Technician (Class 3) through the
National Association of Radio and Telecommunications Engineers
Association, The FCC license with Ship RADAR endorsement through
the Federal Communications Commission, The Certified Information
Security Manager through the Information Systems Audit and
Control Association; The Certified Emergency Program Manager
through the Federal Emergency Management Agency; the
Certificate, Electrical Repairer Apprenticeship Program through
the U.S. Department of Labor, and the Certificate, Department of
Defense (DoD) Information Technology Security Certification and
Accreditation Process(DITSCAP).
Fred A. Sams, BA, JD, CMI, DABLEE, CHS, is an Adjunct
Professor with the Homeland Security University and a Captain
with the Polk County, North Carolina, Sheriff's Department and
Chief of Detectives for the Major Case - Crime Scene
Investigator
Captain Sams' career in law and criminal justice began in 1967
when he was accepted as a member of the F.B.I. Over the years he
has served with the Miami Police Department, the Metro-Dade
Police Department, the Fairfax County, Virginia, Police
Department, and as Director of Forensics for the Rutherford
County, North Carolina, Sheriff's Department. He is a former
member of the California Law Offices of Melvin M. Belli, Sr.
Currently he is a Captain and crime scene investigator with the
Polk County, North Carolina, Sheriff's Department. He is a
regionally prominent forensic investigator and is consulted on
many homicides and major cases occurring within the Western
North Carolina Region. He has written a crime scene
investigation curriculum for the North Carolina Justice Academy
where he teaches as an adjunct instructor. Additionally, Fred is
a facilitator for Boston University's Master's in Criminal
Justice Program, a previous senior professor of criminal justice
at Shaw University's Asheville Campus and criminal justice
instructor for Isothermal Community College. Fred is a visiting
instructor for The Taylor Group, Inc., for whom he travels
throughout the United States teaching Crime Scene Investigation.
He teaches seminars on clandestine methamphetamine laboratories,
bomb threat assessment, profiling and deviant behavior as
related to workplace violence for healthcare, private industry,
and law enforcement agencies. In addition, he conducts physical
security surveys and site assessments for large corporate
entities and governmental facilities. Fred represents his region
on the FBI's, Anti-Terrorist Task Force and lectures on "The
Effects of Domestic Terrorism on Your Community".
He has also worked as a Federal Investigator in the areas of
narcotics and child sexual assault cases. His background
includes experience with the State of North Carolina as an
Enforcement Agent II and with Probation and Parole. He holds
certifications as a law enforcement officer in both Florida and
North Carolina. He has been awarded the State of North
Carolina's Advanced Law Enforcement Certificate. Fred has
participated in the forensics aspect of cases that are featured
in books such as "The Greatest Crimes of the Twentieth Century"
and movies such as 20th Century Fox's "Buried Alive". He has
also been the subject of articles in magazines such as "Police
One".
Mr. Sams holds an Associate of Arts Degree in Police Science, a
Bachelor of Arts Degree in Criminology from Saint Leo College
and a Juris Doctor (Law) Degree from Western State
University/Thomas Jefferson School of Law in San Diego. He is a
member of the American College of Forensic Examiners and enjoys
the distinction of Diplomate with the College's American Board
of Law Enforcement Experts. The American College of Forensic
Examiners has awarded Fred the prestigious designation of
Certified Medical Investigator Level IV, as well as
certification as an expert in Homeland Security. He is an
acknowledged court expert witness in the fields of fingerprints,
handwriting, shoe and tire impressions, crime scene
reconstruction and bloodspatter, to name a few.
He was Special Forces trained during his initial period in the
Army and after the war he remained with the Army's Criminal
Investigation and Military Police Command as an investigator,
instructor and negotiator. Fred was given a variety of post war
assignments such as S-2 (intelligence) working in the South
Florida Everglades coordinating nuclear security relative to
threats posed to missile sites by radical and extremist groups.
He holds the rank of Sixth Degree Black Belt with the United
States Karate Association and Independent Martial Arts
Federation. He also teaches self-defense classes and martial
arts to law enforcement and special segments of the community.
Fred A. Sams is currently completing a book entitled: "Basic
Child Sexual Assault Investigation" and a field manual dealing
with: "Negotiating with Juvenile Hostage Takers".
Dr. Bob Guneyi, M.D., is a Professor with the Homeland
Security University and involved in the curriculum development
of our bio-terrorism programs. He holds a Master of Science
degree in Health Services Administration from the University of
Saint Francis, in addition to his Medical Doctor degree from the
UTESA School of Medicine and his Bachelor of Science in
Molecular Biology from the University of Hawaii. His clinical
training was completed in Portland and Cleveland. After gaining
invaluable real world experience in trauma and surgical cases at
a major trauma center in Reno, he launched his academic career,
teaching for the next six years at the collegiate, graduate and
postgraduate levels.
Having designed an artificial pancreas, he has spent the last
three years doing related biomedical research. It was during
this time, after bearing witness to the 9/11 attacks, that Dr.
Guneyi turned his interest to national security and disaster
preparedness issues.
Bob has since attained full certification in Emergency Response
Protocols and Procedures. He has subsequently recently become
certified in Terrorism/Bio-Terrorism/Counter-Terrorism
Assessment and Threat Analysis. Dr. Guneyi has studied the
consequences of WMD attacks and their impact on the medical
community. He is a member of the Washoe County Citizens Homeland
Security Council and Community Emergency Response Team.
We anticipate Dr. Guneyi will be our campus medical director at
our first campus opening within months.
Dr. Paul Davis is a Professor with the Homeland
Security University. He received his Ph.D. from the University
of Utah in International Relations and has been teaching for the
University of Nevada System for the past twenty-four years. He
has traveled around the world lecturing and conducting research
on international terrorism and Politics. He is a three-time
International Fulbright Scholar conducting research in India,
Egypt and Israel as well as Russia, Spain and France and
teaching in Germany, Italy, Belgium and Greece.
He was previously a participant in the United States State
Department Scholar-Diplomat Program on National Security in
Washington DC and was involved in conducting a program on
international peace, security and conflict management for the
United States Institute of Peace also in Washington DC.
He is a two-time National Endowment for the Humanities
Research Fellow in the field of international violence and a
two-time National Science Foundation scholar. He co-authored a
textbook entitled: Introduction to Political Terrorism for
McGraw-Hill Publishers and is also a contributing editor for Annual
Editions: Violence and Terrorism which is another
McGraw-Hill publication and has been recognized in Who's Who
in the West.
He was recognized in 1999 by the Nevada Board of Regents as
Professor of the Year for the State of Nevada. In 2000 he was
appointed by the Governor of Nevada to serve on the 5 member
State Board of Dispensing Opticians. In 2001 he was appointed by
the City of Sparks to the Sparks Community Advisory Committee
for the Washoe County Airport Authority.
In 2001 the journal Cerebrum: Dana Forum on Brain Science
(Summer 2001) published his article entitled The Terrorist
Mentality. It was republished in the Seventh Edition of Annual
Editions: Violence and Terrorism 2004/05 by McGraw-Hill
Publishers.
In 2002 he was appointed as a Commissioner to serve on the
Sparks Centennial Commission by the Sparks City Counsel. In 2002
he was appointed by Congressman Jim Gibbons to serve on the
anti-terrorism Homeland Security Advisory Board for the State of
Nevada.
In 2003 he became an advisor for the National Education for
Women's Leadership Program in Nevada and was selected to serve
on the Academic Advisory Board for the Annual Editions:
Homeland Security Publication by McGraw-Hill/Dushkin. In the
Fall of 2003 he underwent training and became a member of the
Citizen Homeland Security Council of Washoe County. In November
of 2003 he was appointed by Washoe County Commission to serve on
the 5-member Library Board of Trustees.
Since 1998, He has also been teaching a highly successful
upper division Internet course on international terrorism for
the University of Nevada, Reno. Finally in 2004 he became an
adjunct professor at the University of Nevada, Las Vegas for the
new Graduate department program in Emergency Management and
Homeland Security teaching the required international terrorism
courses including History of Terrorism and the Regional Overview
of terrorism
Captain John F. Stampfli is an Instructor at the
Homeland Security University (HSU). Before joining HSU, John
held management positions with Ernst & Young, LLP and KPMG,
LLP where he was a subject matter expert in global logistics
operations and supply chain security. John was also the manager
of Logistics for Unisys Corporation where he had direct
responsibility for import/export operations, international and
domestic transportation, and cargo security administration.
John has over 20 years of military, private and public sector
experience. He is considered an expert in global logistics,
security management and intelligence operations and has
consulted several of the world's leading companies in these
areas. John is currently the Assistant Chief of Staff, G2
(Intelligence Officer) for the Assistant Adjutant General for
the State of New Mexico, and a Security Specialist working for
the Federal Emergency Management Agency (FEMA). He has also
served as a Battalion Intelligence Officer (S2) in the
California Army National Guard.
John has written on security and intelligence issues which have
appeared in several major publications. John received a BA in
History from California State University, Fullerton. In
addition, he holds Professional Designations in International
Business Management and International Trade from the University
of California, Los Angeles and is a graduate of the United
States Marine Corps Command & Staff College. John also holds
the rank of 6th Dan in Karate-Do and 5th Dan in Aikijujutsu.
Patrick Boylan, M.S. is an instructor with the
Homeland Security University. He received his Masters in
Educational Leadership from the University of Nevada Las Vegas,
(UNLV) where he will also be receiving his Masters in Emergency
Management and Homeland Security in May 2005. He has already
been offered a position to teach classes in terrorism at UNLV
due to his unique knowledge and understanding of the terrorist
mindset.
He is well known for his thought provoking presentations on
terrorism at UNLV, Regis University, The National Association of
State Boards of Education (NASBE), Las Vegas College, and the
Association of Former Intelligence Officers (AFIO).
His upcoming book,"The Land of War (Dar ul Harb)" will not be a
politically correct re-gurgitation of the causes and effects of
terrorism as we know now them, but an expose of the deep and
ancient hatred caused by religion. He has submitted an
analytical article, "Terrorists and Las Vegas" to be considered
for "Annual Editions: Violence and Terrorism 2005/2006" by
McGraw Hill Publishers, at the insistence of his instructor Paul
Davis, a world renowned expert on terrorism and professor with
the Homeland Security University.
Having grown up an Irish Catholic in Muslim Pakistan, he has
first hand knowledge of, and experience with, the true causes of
religious terrorism, and understands well the question that
plagues so many in the Western world, "Why do they hate us?" He
has not only read and understands the Koran but uses its own
words to explain the deep hatred extremist Muslims harbor for
all non-Muslims from America to Indonesia, Israel to Kashmir,
and Chechnya to Thailand.
He has had many discussions, heated and otherwise, about
religion and its role in every day living, with both moderate
and extremist Muslims, some who were former Mujahaideen in the
war against the Soviet Union in Afghanistan. He feels strongly
that the West has no idea who the real enemy is, and has adopted
as his personal motto Sun Tzu's adage, "Know your enemy and know
yourself; in a hundred battles, you will never be defeated. When
you are ignorant of the enemy but know yourself, your chances of
winning or losing are equal. If ignorant both of your enemy and
of yourself, you are sure to be defeated in every battle."
As an educator he is an elected member of the Nevada State Board
of Education, and has taught classes in Computer Concepts and
Business Applications at the Community College of Southern
Nevada, Education Dynamics Institute, Phillips Junior College,
and Heritage College. He is proud to have educated responsible
citizens in the handling and use of firearms while working for
Nevada Pistol Academy as a handgun Specialist.
As a concerned and active citizen he has volunteered for many
years to serve on the Town Advisory Board for Winchester
Township, where he lives, and has been an active volunteer
parent in the local school district.
Brian D. Landers, BS, MBA, is an instructor with the
Homeland Security University. He has a B.S. Degree (Business
Administration with an emphasis in Management Information
Systems) and Master of Business Administration.
His position with the Virginia Information Technologies Agency
has him serving as a Regional Director, facilitating and
overseeing technology implementation for six locations. His
focus areas include disaster recovery and management, business
continuity, and emergency operations for critical healthcare
systems and facilities. Prior to this, he served as a lead
system engineer for a DoD contractor developing tactical systems
for Command, Control, Communications, Computers and Intelligence
(C4I). In this position he was responsible for installation and
troubleshooting of C4I systems in several DoD command centers,
as well as developing and teaching active duty military
personnel on its use and providing senior officer management
briefings on the integration of these systems into operational
scenarios. His military experience with the U.S. Navy includes
working with the Emergency Action Team for the Commander, U.S.
Atlantic Fleet. His community involvement includes serving as an
emergency services officer with the Civil Air Patrol.
Mr. Landers holds certificates in I.T. Project Management from
CompTIA as well as Colorado State University and a Master
Certificate in Strategic Organizational Leadership from
Villanova University. His expertise includes serving as the
Information Security Officer, for which responsibilities include
network security, information availability, and quality
assurance of data. Courses that he has taught in the past
include Web Design, Computer Networking, Network Security
(Security +), Computer Hardware, and Office Systems (word,
excel, etc). Additional specialties include Ethical Hacking and
Computer Forensics.
William E. DeFeo Sr. is an instructor at the Homeland
Security University and a Security Consultant with a firm that
provides risk assessment, disaster recovery and business
continuity planning (NFPA 1600). He holds a BS degree in
Criminal Justice from Bryant University.
Mr. DeFeo possesses a strong background in public safety
management and is highly skilled at public relations and
positive image creation in the media, with a clear mission for
the financial and procedural stewardship of a large municipal
organization. Extensive leadership and technical skills are
coupled with a seasoned, direct approach to negotiations and
quality in public safety service and effective crisis
management.
His expertise includes 29 years of police work, retiring as
Chief of Police. He led his agency through a process that
culminated in national accreditation by the Commission on Law
Enforcement Accreditation. He was a security contract manager
with a national security company supervising armed and unarmed
officers providing security to more than twenty sites in
Southern New England used by US Government agencies.
He is a member of the Rhode Island Police Chiefs Association,
the New England Disaster Recovery Information Exchange and
former Chairperson of the Rhode Island Police Officers
Commission on Standards and Training. He is a certified
instructor for the U.S. General Services Administration basic 90
hour security course.
He is an active volunteer in domestic violence prevention. He
served as President of the Board of Directors for a local
shelter serving victims of domestic violence and was an
appointee to the State Attorney Generals Commission on Domestic
Violence. In 2000 he was an award recipient recognized by the
Rhode Island Coalition against Domestic Violence for his work
helping to eliminate domestic violence.
Manny Duarte is an adjunct instructor at the Homeland
Security University in the public administration areas. He holds
a Master of Business Administration degree from Webster
University, a Master of Public Administration degree from Troy
State University and a Bachelor of Science in Business and
Management from the University of Maryland. Manny has worked in
the private, non-profit and public sectors of industry in a
variety of educational and managerial capacities for the past 20
years. The common thread throughout his years of experience has
been education.
Manny completed his BS in Business and Management with the
University of Maryland while working for the American Red Cross
overseas (Lajes Field, Azores). As Station Manager, he directed
all office operations including emergency notifications to
service members and civilians on base, financial assistance,
health and safety training and a strong volunteer program.
Additionally, he engaged in volunteerism during his free time as
he became certified in CPR and First Aid and trained base
personnel on these skills for several years.
Later, Manny earned his MS in Public Administration with Troy
State University. He then experienced his first taste of
teaching for an educational institution with City Colleges of
Chicago in the early 1990's. Since that time, he has been
dedicated to education and training.
Manny returned to the U.S. and worked for AT&T in the
capacity of Personnel Administrator. This position afforded him
the opportunity to take many computer training classes in which
he thrived. He became skilled in working with computer
applications and transferred those skills to the classroom as an
adjunct instructor.
Manny's next calling involved working as a fulltime high school
teacher for a flagship high school in Central Florida. With a
professional teacher's certificate and a business background,
Manny taught computer applications and Web design along with
other business related courses. Manny returned to the private
sector with Time Warner to serve as a trainer. He once again
honed his teaching and facilitation skills in order to orient
new workers and introduce company applications to them.
With the advent of eLearning, Manny saw an opportunity to use
the Web as a vehicle to provide sound education to those who
desired it, but led extremely busy lives which did not allow
them to attend traditional campuses. He streamlined and
implemented best practices as they related to online classes and
added this skill set to his expertise. He has taught in the
online environment for the past 4 years with four different
schools.
Presently, Manny works in the capacity of Lead Web Strategist
for the University of Central Florida where he manages a team of
professionals responsible for the campus Web site, portal and a
variety of Web applications. His project management skills have
been fully utilized in this ever changing IT industry.
In recent years, Manny has also secured a series of
certifications relating to the Web, computer applications and
education. He has also earned a second Masters degree from
Webster University (an MBA). Twenty years after entering the
workforce, his passion continues to be education as he is
focusing his efforts in the eLearning environment.
Col. Mark A. Onesi is an Adjunct Instructor with the
Homeland Security University. He is a retired Army Lieutenant
Colonel with over 23 years of active duty as both an enlisted
soldier and officer. He has Masters degrees in both Education
and Business Administration, as well as a Law degree. He is
presently enrolled in a Doctor of Education program with an
emphasis in Educational Leadership.
He is presently the Dean of Academic Affairs at ITT Technical
Institute in Buffalo, NY. He manages an education department
consisting of 30 fulltime and adjunct instructors, teaching over
600 students, while being responsible for curriculum oversight,
instructor professional development and ensuring student
success. When time allows, Mr. Onesi teaches Strategies for
Technical Professionals and/or Writing and Communications
courses. While serving as an Army ROTC Instructor, he taught
Management, National Security, and Military History courses at
both the University of Alabama and Stillman College. As an Army
Human Resource Manager, Mr. Onesi rose through the ranks and
served in a myriad of command and staff positions in the United
States and Korea. He was responsible for training soldiers and
civilians in any number of personnel functions, while also
commanding deployment cells which supported divisional units.
During his military career, Mr. Onesi was selected for two
highly competitive programs to work and train in civilian
industry. These programs were the Army Training With Industry
Program at Textron Lycoming and an Army Research Fellowship at
the RAND Corporation; a premier government think-tank. While at
RAND, his research team made several recommendations, which were
adopted by the Army leadership, on such topics as alternate
staffing options for ROTC units, future staffing of technical
professional positions in Army research labs, and the use of
Public-Private Partnerships to meet Army research and
development needs. After RAND, he served as the Executive
Officer in the Army Research Institute in Virginia for three
years, coordinating research in Army units worldwide, while
serving as a liaison between the Institute and the Army Staff.
In his last Army assignment, Mr. Onesi was assigned to the
Pentagon to work for the Deputy Chief of Staff for Operations in
the Army Transformation Office. As a survivor of the Pentagon
attack on 9/11, Mr. Onesi is a firm believer in the need for
homeland security and preparation for emergency situations.
A motivational speaker and dynamic instructor, Mr. Onesi has
been named to Who's Who Among America's Teachers for 2003-2004,
is a member of the Association for Career and Technical
Education and is sought out as a speaker on any number of
topics. He recently received the New York State Conspicuous
Service Cross for extraordinary accomplishments while serving in
the Army.
Mr. Virgil N. Perry (B.G.S. in Justice and Literature),
PhD in Human Services (can.) is an adjunct instructor at the
Homeland Security University. He has a B.G.S. from The American
University (with an emphasis in Criminal Justice and Literature)
and is a Walden University candidate for a PhD in Human
Services. He is a graduate of The Command and General Staff
College, United States Army, Command and General Staff Officer
Course. Mr. Perry has contributed to Joint Publications in
Homeland security, Homeland Defense, Detainee Operations and
Civil Affairs issues and recently awarded the CHS III (Certified
Homeland Security Level III) by the American Board for
Certification in Homeland Security.
Presently he is serving as the United States Special
Operations Command (USSOCOM), Antiterrorism/Force Protection
programs and policy officer, actively engaged in
Antiterrorism/Force Protection, Homeland Defense/Security, and
Improvised Explosive Device (IED) issues at the Joint Staff
level. In addition, he represents the command on several Joint
Staff level Antiterrorism/Force Protection working groups.
During the past four years, he has worked as the USSOCOM
Homeland Defense/Security subject matter expert addressing
Antiterrorism/ Force Protection (AT/FP) strategy, policy and
programs. Mr. Perry has twenty-four years of military
experience, which has included Active Army, Army National Guard,
Army Reserve and Air Force Reserve. The last ten years of his
military service has been as a Special Operations Forces officer
with various assignments, which has included Civil Affairs,
PSYOP and Military Police specialties. In the civil sector, he
has approximately nine years of higher education experience of
which six years were at Penn State University as a career
counselor and part-time faculty member. Prior to starting active
duty with USSOCOM, he spent a short time as Assistant to the
Dean of Admissions at Campbell University. He is presently a
Major in the United States Army Reserve on active duty.
Mr. Perry has worked with United States Northern Command
(USNORTHCOM), Interagency Coordination division as a liaison
officer for USSOCOM, Homeland Security Command and Control
Advanced Concept Technology Demonstration Working Group as a
member working with federal, state and local law enforcement,
other government agencies and emergency services. He has
coordinated training opportunities with the Florida Disaster
Medical Assistance Team 3 and the National Terrorism
Preparedness Institute, St. Petersburg College. Presently serves
as the Certified Homeland Security - Preparedness and Response
Team, military team leader, for Tampa Bay, Clearwater, and St.
Petersburg region of Florida.
Mr. Perry has diverse background, which is evident in the
recognition that he has received throughout his lifetime. He is
a 2002 International Society of Poets, International Poet of
Merit Awardee, and 2001 Cosmopolitan University Honorary Degree
- Doctor of Philosophy- Ph. D in Human Services. Selected as a
Sam M. Walton Free Enterprise Fellow in 1997, while at Penn
State University, for his work with the Students In Free
Enterprise, Inc. academic program. Mr. Perry has traveled
professionally and personally throughout United States, Korea,
Thailand, Germany, Belgium, Netherlands, Italy, Switzerland,
Spain, France and Monaco. Mr. Perry is an active volunteer of
the USSOCOM speaker bureau and Civil Air Patrol - Emergency
Services, the Auxiliary of the United States Air Force.
Tracy Olson, B.S., J.D. is an Adjunct Professor with
the Homeland Security University, He received his bachelor's
degree from Weber State University double majoring in psychology
and criminal justice with an emphasis in criminal law. He
graduated cum laude from Syracuse University's School of Law,
where he received his juris doctor (law degree) and a
certificate in National Security Law.
While at Syracuse University, he served as a graduate research
assistant to Professor William C. Banks, who is Director of the
Institute for National Security and Counter Terrorism and author
of several articles and books on homeland security issues,
including the widely utilized textbook "National Security Law."
Tracy was the first program director for the National Security
Association at Syracuse University. The National Security
Association is a law student association that addresses issues
of national security and terrorism. As program director, he was
charged with overseeing and organizing the programs of the
National Security Association, as well as working with other
board members to establish the organization at Syracuse
University.
He has written several sections of a report assessing the legal
implications of New York State's counter terrorism initiatives.
This report is currently being edited and will be presented to
officials in New York's state government. If it is cleared by
the New York officials, it will be released to the public.
He has also been involved in several volunteer and community
service activities. He worked to raise supplies for the rescue
and relief effort at the World Trade Center after the attacks of
September 11, 2001. He taught an American College Test (ACT)
prepatory course to under privileged and minority youth. He is
an Eagle Scout in the Boy Scouts of America and recently served
as a Cub Scout den leader. He has also coached high school track
and field and middle and high school lacrosse.
Ilana Freedman is an Adjunct Instructor with Homeland
Security University and is an internationally recognized and
respected specialist in counterterrorism preparedness and trend
forecasting. As CEO of Gerard Group International, she has
framed the mission to provide leading edge programs to prepare
and protect American interests from the impact of terrorist
attack. She has put together a team of leaders in the field from
around the globe to provide the blue-ribbon service that defines
GGi. The inter-relationships between developing global trends in
terrorism and their impact on America's safety is a special
focus of her concern. With over twenty years experience in the
consulting field, Freedman is best known for her unique and
highly accurate approach to analyzing rapidly changing trends
and assessing their impact on client concerns. In 1987, she
pioneered a system of research, analysis, and trend forecasting
designed to accommodate the impact of rapid and disruptive
change. The methodology enables the accurate processing and
analysis of massive amounts of information within tight
timeframes, and dramatically shortens solutions delivery
schedules. It facilitates the identification of key issues and
the efficient elimination of distracting clutter in complex and
volatile environments. Over the last fifteen years she has
forecast some of the most significant impacting trends in the
global arena, including the globalization of terrorism and its
impact on the world economy. Freedman spent sixteen years in
Israel, where GGi was founded. As head of the Jerusalem-based
consulting firm, she served as advisor to both government and
industry. During this period, she received her
training in civil defense and counter-terrorism, and carried out
an ongoing, in-depth study of Israel's approach to
counter-terrorism and its potential for application in America.
After returning to the United States in 1995, she established
GGi as an American corporation and continued to provide
strategic consulting services to major corporations and
globally-oriented firms. During the last ten years, she has been
a featured speaker at conferences in China, Canada, Israel, and
throughout the United States. Since September 11, 2001, she has
focused her speaking engagements on issues relating to global
terrorism and its impact on American business, government, and
society. Freedman writes a regular column on terrorism, civil
defense, and security in the Metrowest Daily News, and her
columns have appeared in the Lowell Sun, and other publications.
She has been quoted in the Wall Street Journal, the Financial
Times, and Inc. Magazine. She is a Deputy Sheriff with the
Bristol County Sheriff's Office and a participant on the Bristol
County Homeland Security Task Force, working with first response
agencies to identify anti-terrorism security vulnerabilities and
to solve security and response issues. Freedman's past clients
include Becton-Dickinson, Alcatel, NASA, Pepsi Cola, El Al
Israel Airlines, Kollsman, and towns and cities throughout the
country.
Ed Piper is an Adjunct Instructor at the Homeland
Security University and has over 30 years of diversified
experience in intelligence, law enforcement, security,
education, training and consulting. Holds a Master's degree in
Applied Behavioral Science from Johns Hopkins University and is
pursuing Doctoral studies in Adult Education at the College of
Notre Dame. He is President of Homeland Security Consultants,
Inc. His firm is providing homeland security training to a
sensitive part of the Department of Homeland Security.
He served in both U.S. Army and Naval Intelligence and law
enforcement. His experience includes assignments in crisis
management, anti-terrorism and security training. He has
conducted security assessments of sensitive facilities and
received awards for his crisis management training and planning
activities.
Ed has been teaching security courses in antiterrorism, physical
security and security management since 1984. He has served on
the faculties of Central Texas College, Webster University
Graduate School, George Washington University, University of
Baltimore and Johns Hopkins University. He designed a security
management concentration for Johns Hopkins University a few
weeks after the 911 attacks. Ed serves on the Graduate faculty
of Norwich University and Johns Hopkins University. He is also
Dean of Homeland Security Studies at Canyon College.
Ed was asked by the American Management Association to teach
Crisis Management to business owners in New York City located in
the Ground Zero area after the 911 attacks. Ed's work in private
maritime security started in the Reagan Administration's Drug
Wars.
Ed was one of the pioneer security consultants conducting
security assessments of ships and ports in the late 1980's. He
has utilized this experience to help design anti-terrorism
security solutions for the maritime industry since the 911
attacks. He has taught courses in ISPS and USCG compliance for
the maritime industry. He currently serves as a consultant to
the senior RSO of Panama. His initiative for Homeland Security
Tax Credits was published in the Journal of Commerce and
reviewed by the White House and the Republican National
Committee.
Ed has also served as a consultant to the federal government and
state governments on workplace violence, school security and
drug free workplace initiatives. He received awards from two
Maryland Governors for his work in these areas. Ed has served as
a Baltimore City Police Officer while completing his
undergraduate studies on the Vietnam era G.I. Bill.
During the past eight years, Ed has been teaching courses in
organizational development, human resource management, strategic
management and business management at Johns Hopkins University
and Towson University
Rynele M. Mardis, BS, M.A. is an Adjunct Instructor
with the Homeland Security University. He is has over 12 years
of military service as both an enlisted soldier and officer. He
has Masters degrees in Business and Organizational Security
Management. He is presently seeking his Doctorate of Human
Services with an emphasis in Criminal Justice.
He has received in-depth training on the aspects of threats
directed against business organizations, information networks,
military installations, government operations and individuals.
Additionally, he is trained in asset protection, information
security, legal and ethical issues, emergency planning and
corporate security issues.
He is presently plans, develops and manages current operations
for numerous detachments worldwide. He is responsible for task
management, coordination, and oversight of the current
operations and its daily mission planning, task management, and
the staffing of operations and concepts. Additionally, he serves
as the primary office manager for Information Operations.
During his military career, Mr. Mardis received awards for his
extraordinary accomplishments and contributions in support of
the Global War on Terrorism. Mr. Mardis is a firm believer in
the need for Homeland Security and preparation for emergencies
of all types.
Bruce A. Thompson, M.A., M.P.A. is an adjunct faculty
member with the Homeland Security University. He holds a
Bachelor of Arts in Psychology; a Master of Arts in Human
Resources Development; a Master of Public Administration in
Health Care Administration and is currently completing a Doctor
of Science in the field of Crisis, Emergency and Risk
Management.
He is a member of the International Association of Emergency
Managers where he is also has a position on the Terrorism
Committee. Additionally, he has memberships in The International
Emergency Management Society and the American Society for
Engineering Management.
A retired Navy Medical Service Corps officer and a former
Federal Bureau of Investigation (FBI) Security Specialist, Mr.
Thompson has over 28 years of expertise in emergency management,
continuity of operations, medical operations, intelligence
analysis and WMD terrorism preparedness.
During his 20 years in the military he was an aeromedical
evacuation technician, an instructor at the Air Force School of
Aerospace Medicine and a combat medicine instructor with the Air
Force Continuing Medical Readiness program. Upon his commission
as a Navy Medical Service Corps officer in 1988 he specialized
in Plans, Operations and Medical Intelligence. During his tour
in Camp Lejeune, NC, he planned and directed the response of a
40 person medical team in support of victims of Hurricane Andrew
and was assigned as the Executive Officer, Joint Task Force,
Field Medical Detachment, Guantanamo Bay, Cuba, in 1992, in
support of approximately 30,000 Haitian migrants and responsible
for coordinating over 300 medical personnel and all medical
operations. While assigned as the Head, Readiness Operations
Branch, he planned and coordinated medical support to the Cuban,
Kurdish, and Haitian refugees, developed emergency preparedness
plan guidance for all Navy Medical and Dental facilities
worldwide and was the Navy liaison to the National Disaster
Medical System (NDMS) Directorate Staff.
Upon his retirement from the Navy in 1997, he worked on the
Nunn-Lugar-Domenici WMD Terrorism Preparedness Program as a
government contractor. He developed and facilitated a series of
five exercise workshops for emergency responders and federal
agency representatives to devise responses to bioterrorist
incidents and developed a casualty estimation tool for
bioterrorist incidents. In addition, he assisted the New York
City (NYC) Office of Emergency Management orchestrate the
Medical Exercise (MEDEX) in twenty-three hospitals in the NYC
area and the Biological Agent Drill (B.A.D.) tabletop exercise
for NYC officials and first responders.
Mr. Thompson has worked for a number of different government
contractors in the Washington DC Metro Area providing support to
various federal government departments and agencies in the areas
of emergency management, continuity of operations (COOP),
continuity of government and WMD terrorism preparedness.
Significant accomplishments included drafting the COOP plan and
Emergency Response Plan for the U.S. Customs Service
Headquarters, developing occupant emergency evacuation plans and
conducting evacuation drills for the CIA and providing research
and analysis of the United States Army, Alternate Joint
Communications Center (AJCC) Emergency Plan for NBC and WMD
Terrorism preparedness.
As a FBI Security Specialist, Mr. Thompson was the Program
Manager for the Emergency Preparedness and Consequence
Management program, developed COOP plans, training and exercises
and planned, developed, and provided Emergency Preparedness and
Consequence Management awareness briefings in response to
tactical warning and threats.
Currently, he is a Senior Program Analyst with the Office of the
Assistant Secretary of Defense for Homeland Security, Office of
Defense Continuity and Crisis Management. As the Deputy Chief
for the Test, Training, Readiness and Exercise division, Mr.
Thompson coordinates all testing, training and exercises for the
Office of the Secretary of Defense Continuity of Operations and
Continuity of Government programs. Additionally, he ensures the
operational readiness of all personnel and facilities.
James A. King, M.S., Ph.D. is a professor at the
Homeland Security University. Dr. King holds a Ph.D. in Higher
Education Administration, an MS in Forensic Science, and a BPA
in Criminal Justice, and has recently been awarded a CHS III
(Certified Homeland Security Level III) from the American
College of Forensic Examiners.
He is the founder and former Executive Director of the
International Association of Personal Protection Agents and has
provided personal security to numerous entertainers,
celebrities, U.S. and foreign dignitaries. He is the author of
the book Providing Protective Services.
He spent 23 years in the U.S. Armed Forces as a law enforcement
specialist, trainer, Criminal Investigator, Counterintelligence
Special Agent, and protective service agent. He was an advisor
to both the Vietnamese and Korean military in the area of law
enforcement, counterterrorism, and dignitary protection. After
retiring from the military in 1991, he began a career in
civilian law enforcement. He presently serves as a criminal
investigator and training officer as well as a certified
firearms instructor, unarmed defense instructor, OC Spray
instructor, police baton instructor and hostage negotiator in
Tennessee. He is certified by the Department of Homeland
Security as an instructor for the course Law Enforcement
Response to Weapons of Mass Destruction Incidents.
Frederick "Fritz" Budde, Ph.D. is an adjunct professor
with the Homeland Security University. Dr. Budde is currently
the Environmental and Occupational Safety and Health Manager for
the Federal Air Marshal Service, Department of Homeland
Security. He is responsible for all aspects of environmental and
occupational safety for the employees. He holds a Ph.D. in
Environmental and Safety Administration, and a BS in
Occupational Safety Engineering, with over 30 years experience
in those fields.
Dr. Budde joined Federal service after a successful career in
private industry, where he was instrumental in developing
guidelines for the transportation of hazardous materials and
airline industry security. He taught HAZMAT transportation for
many years, and was the owner of one of the largest HAZMAT
packaging companies in the New York area.
Dr. Budde has served as the Regional Occupational Safety Manager
for the Eastern Region of the Federal Aviation Administration,
as a Special Agent with FAA Security and most recently with the
Federal Air Marshal Service.
His many years of experience with CBRN and WMD's has led to his
being considered an expert in this field, and is often called
upon to present at international gatherings of experts.
Dr. Budde is a member of the Board of Directors of the World
Safety Organization, and a member of ASIS and InfraGard, as well
as the International Private Investigators Union.
Dr. Marian Leerburger is an Adjunct Professor with the
Homeland Security University. Dr. Leerburger has been teaching
for various Universities and Distance Learning programs since
1989. She holds several advanced degrees, including a Master's
from American University in International Affairs, Asian
Studies, and International Development, and a Master's from
Georgetown University in National Security Studies, Technology,
and Soviet Studies. Additionally, she has a Ph.D. from
University of Maryland in Political Science, with majors in
International Relations and National Security Studies, both
earned while working full time, usually on shift work while
working crisis management issues. Dr. Leerburger has developed
courses and taught a variety of subjects over the last 16 years,
including thesis writing, political science, and business
courses, and has lived and worked overseas in isolated areas.
She has published several journal articles on transnational
illicit issues, and has concentrations in counter-terrorism,
counter-narcotics, illicit issues, homeland security, and
organized crime, attending various academic and professional
conferences annually on these topics. Additionally, Dr.
Leerburger works with government, business, and academic leaders
to pinpoint gaps and outline policy on transnational issues.
William M. Shields, Esq., is a professor with the
Homeland Security University, specializing in the protection of
nuclear weapons and nuclear reactors, the threat of radioactive
material dispersion, Constitutional law limitations on
anti-terrorism efforts, and in the history of terrorism from
ancient times to the present. Mr. Shields has a degree from MIT
in theoretical physics, a law degree from Columbia University,
and will be receiving a doctorate in Science and Technology
Studies from Virginia Tech in 2006.
For the past thirty years, Mr. Shields has served in government
and private practice as a nuclear safety expert. The first
decade of his career was spent with the United States Nuclear
Regulatory Commission, where he became heavily involved in
developing new safety regulations following the accident at
Three Mile Island in 1979 and the damaging fire at Browns Ferry
in 1975. As one of the agency's senior lawyers possessing
scientific and engineering credentials, he contributed
substantially to enhanced safety rules and policies that have
resulted in safe operation of U.S. nuclear plants since 1979.
Mr. Shields left the NRC in 1987 for private practice and
consulting
in nuclear regulation. He represented and counseled many
utility-owners on safety issues and assisted them in preparing
for and successfully undergoing intense federal safety
inspections.
Mr. Shields returned to government in 1991, engaged by the
newly-formed Defense Nuclear Facilities Safety Board, an agency
devoted to ensuring the safe operation of the Department of
Energy's nuclear weapons facilities. His experience during 14
years of service to the Board has ranged from defending the
Board in federal court to frequent on-site safety inspections of
weapons facilities at such sites as Los Alamos, Idaho, and Oak
Ridge National Laboratories, the Pantex Plant, Savannah River
Site, and Hanford. As a nationally-known expert in fire
protection for nuclear facilities, Mr. Shields has been
instrumental in ensuring that DOE's weapons facilities possess a
high degree of fire safety. In his role as a fire protection
engineer, Mr. Shields currently serves as a voting member of the
National Fire Protection Association's Code Committee on Nuclear
Facilities.
In his doctoral studies at Virginia Tech (to be completed in the
spring of 2006), Mr. Shields has studied a wide range of topics
relating to the impact of science and technology on modern life
and culture. He has received extensive training in sociology,
history, and philosophy, and has contributed scholarly papers to
a variety of publications and conferences. He is the author of
three entries in the 2005 Encyclopedia of Science, Technology
and Ethics, published by MacMillan, and his article The
Epistemic Value of Cautionary Tales will appear in late 2005 in
the Journal of Technology Studies.
Mr. Shields expects to retire from federal service at the
completion of his doctorate, and thereafter pursue teaching,
writing, and consulting in a variety of fields. In addition to
his extensive knowledge of law and nuclear technology, Mr.
Shields possesses expertise in ancient history, the history of
theoretical physics, and in the development of industrial
technologies. Mr. Shields is a member of the bar of the Supreme
Court of United States, the District of Columbia, and the State
of Minnesota. He is also a court-certified mediator and
mediator-mentor in the Commonwealth of Virginia.
Bruce F. Price, B.S., M.S., is an adjunct instructor with
the Homeland Security University and currently working for the
Department of Homeland Security/TSA assigned to Newark Liberty
International Airport. Assigned to coordinate United Nations
Ambassadors escorts from the state department and Secret
Service. Trained and respond to all possible explosive and
incendiary devices.
Mr. Price earned his Masters of Science in Criminal Justice and
Administration 1992 from the Jersey City State College and his
bachelor of science in Criminal Justice from William Paterson
State College in 1984. He graduated from West Point Command and
Leadership Program, The Department of Behavioral Sciences and
Leadership, United States Military Academy, West Point, New
York.
As an Adjunct Professor he has taught Criminal Justice Courses:
Drug Use and Abuse; Police Organization and Management, Criminal
Law; Criminal Investigation; Crime Prevention and Juvenile
Delinquency.
His background includes 28 years in the Paterson Police
Department, culminating in an appointment as Executive Assistant
(Deputy Chief) to the Chief of Police. He successfully directed
all aspects of operations, administration, and management of a
police force in an urban, ethnically diverse community, in the
state of New Jersey's third largest city.
Mr. Price is a certified state training instructor in Defensive
Tactics and a third degree black belt in Okinawa Shorin Ryu
Karate and was ranked fourth in the nation in 1995. He also
holds his first degree Black Belk in Tae Kwon Do
Raymond M. McPartland, MA, MPA, is an adjunct instructor
with the Homeland Security University and is an active trainer
and police officer with the New York City Police Department.
Currently assigned to the NYPD's Specialized Training Section as
an instructor, Officer McPartland has been at the forefront of
many new and exiting projects spearheaded by the NYPD. He is a
lead instructor with the newly formed COBRA Training Unit
responsible for training patrol and specialty personnel in
weapons of mass destruction and terrorism preparedness. Aside
from his work in chemical, biological, and radiological
awareness, Officer McPartland has also taught the workings of
the incident command system, NIMS (National Incident Management
System) and the newly created CIMS (Citywide Incident Management
System) to supervisors and line personnel. He guest lectures at
supervisory seminars and was currently tasked with the creation
of a civilian terrorism awareness program for all in-service
civilian NYPD personnel.
Academically, Officer McPartland has received a
double-undergraduate degree from the University of Scranton in
Criminal Justice and Sociology, a Masters Degree in Criminal
Justice from Long Island University CW Post College with his
thesis and research in counter-terrorism and weapons of mass
destruction, and a Masters in Public Administration from Marist
College. Through his experience in WMD and counter-terrorism
instruction he has attended nearly all of the major schools and
training courses in chemical, biological, radiological and
ordinance preparedness offered through the Office for Domestic
Preparedness and the Homeland Security Department. He has
amassed more than thirty courses through FEMA's Emergency
Management Institute and is a certified Hazmat operator.
Currently, Officer McPartland is in process of beginning his own
consulting and training company, The Provident Group and plans
to begin his Doctoral work in the Spring of 2006.
Tom Gersbeck, BS, MFS, (CWO USMC Ret.) is an Instructor
with the Homeland Security University. He has over 24 years of
operational, instructional and managerial experience. He has a
B.S. in management and a Masters in Forensic Sciences where his
thesis topic was Visualizing Carbon Fiber Wire Utilized in
Improvised Explosive Devices.
Mr. Gersbeck retired from the Marine Corps in 2001 as a Chief
Warrant Officer after 20 years of service. As an Explosive
Ordnance Disposal and Force Protection Officer his areas of
expertise included explosives, forensics, military ordnance,
military weapon systems, research, and countermeasures
development.
Mr. Gersbeck is currently an Explosives Security Specialist with
the Department of Homeland Security where his responsibilities
include: field operations, post blast investigation, terrorist
tradecraft, target hardening, conducting explosives and weapon
systems research, as well as development and technical training
in critical security areas that have an impact upon
transportation infrastructure in the United States. He has
worked in support of the FBI, ICE, TSA, FAA, NTSB, as well as
numerous state and local agencies in this capacity.
Mr. Gersbeck's military assignments include Marine Security
Guard duty at the American Embassy Damascus, Syria. As an EOD
technician, team leader, and officer he participated in
Operations Desert Shield, Desert Storm, Uphold Democracy (Haiti)
and over 20 other in-depth live-fire training exercises.
Mr. Gersbeck has authored and taught the following courses:
"Introduction to Administration of Justice" and "The Legal
Aspects of Evidence" for Copper Mountain College in California.
"Weapons of Mass Destruction (WMD)-Political Issues" for
Fairleigh Dickinson University in New Jersey. He also managed,
marketed and instructed the International Unexploded Ordnance
Training Program at Texas A&M University, the only Department of
Defense certified training program of its kind. While at A&M he
was involved in teaching numerous Office of Domestic
Preparedness training courses such as "Threat and Risk
Assessment", "WMD Response for Public Works Personnel" and he
participated as a subject matter expert, in many WMD City
Exercises.
A motivational speaker and dynamic instructor, Mr. Gersbeck is
sought out as a speaker on a number of topics.
Steven C. LeCroy, B.A., MHS (Can.), is an adjunct
instructor with the Homeland Security University. He has a B. A.
(Public Administration) and is a candidate for a MHS (with an
emphasis on Disaster Management).
Mr. LeCroy is a Captain with St. Petersburg Fire & Rescue, and
has been with the department for 23 years. He has been the
Metropolitan Medical Response System (MMRS) coordinator since
2000. MMRS was designed to enhance and coordinate local and
regional response capabilities for highly populated areas that
could be targeted by a terrorist attack using weapons of mass
destruction (WMD). As the MMRS coordinator he has worked
directly with federal, state, and local disaster preparedness
officials, and has been instrumental in the development of
disaster plans and exercises.
His position with MMRS has him serving as EMS advisor to the
Co-Chairman of the Regional Domestic Security Task Force (RDSTF),
and is a task force member for both the Florida mass ventilator
and triage task forces.
He has completed training through the Office of Domestic
Preparedness (ODP), National Fire Academy (NFA), and University
of South Florida Center for Biological Defense on Homeland
Security and Emergency Response. His training includes Incident
Command, National Incident Management System, and WMD Threat and
Risk Assessment to name a few.
In addition to being a certified firefighter, he holds a license
as a Nationally Registered Paramedic and Respiratory Therapist.
As a paramedic he was a member of the St. Petersburg Police
Department SWAT team for 14 years, and held the position as
medic team leader. He has been an instructor and curriculum
developer for St. Petersburg College Emergency Medical Services
(EMS) and Continuing Medical Education (CME) programs for the
past 20 years. He is also a court certified expert witness in
Emergency Medical Services.
Adam Dolnik, Ph.D., is an Adjunct Professor for the
Homeland Security University, Senior Fellow and Director of
Research Development at the Centre for Transnational Crime
Prevention (CTCP) at the University of Wollongong in Australia.
Formerly he has served as chief trainer at the International
Centre for Political Violence and Terrorism Research at the
Institute of Defense and Strategic Studies in Singapore, and as
a researcher at the WMD Terrorism Project at the Monterey
Institute of International Studies in California and at the
United Nations Terrorism Prevention Branch in Vienna, Austria.
Dolnik's areas of expertise include terrorist motivations,
tactics, and innovations, crisis negotiations, terrorist
organizations and CBRN terrorism. Dolnik regularly lectures for
various governmental and non-governmental organizations and
agencies around the world, ranging from senior government
officials to members of elite tactical units. To date he has
delivered some twenty specialized training courses and more then
a hundred lectures in over 25 countries. He has also conducted
field research on terrorist networks in conflict zones such as
Afghanistan and the North Caucasus, and his research has been
published in over a dozen edited books and a variety of
international journals, including "Terrorism and
Political Violence, Studies in Conflict and Terrorism,
International Negotiation: Journal of Theory and Practice,
Perspectives: Central European Review of International Affairs,
Yaderny Kontrol." He is also the author of
Understanding Terrorist Innovation: Technology, Tactics and
Global Trends (Routledge, forthcoming in 2007)
Dolnik has received a BA in Political Science from the Masaryk
University in Brno, Czech Republic, MA in International Policy
Studies form the Monterey Institute of International Studies in
California, and Ph.D. in Strategic Studies form the Institute of
Defence and Strategic Studies in Singapore.
James J. Ness, Ph.D. is an adjunct professor at the
Homeland Security University and is Director of Marketing and
Business Development for Inmateplacement International LLC.
Dr. Ness has had a long and successful career in academe and
government service. Dr. Ness is also currently a faculty member
at the University of Phoenix, Mesa Community College, Western
International University and Excelsior College. He is a
consultant to many local and state police departments. He has
developed courses in personal protection and security and
teaches Domestic and International Terrorism and Counter
Terrorism.
Prior to this he was the Chief of Specialized Training for the
Kosovo Police Service School. He also served with other State
Department missions as the Station Chief for the International
Police Task Force in Tuzla, Bosnia-Herzegovina and as Dean of
Academics for the Haitian National Police Training Center in
Haiti. He has conducted national research on Police Executives,
School Executives, and Basic
Police Training and Police Personnel Practices.
Previous professional service includes, Director of Criminal
Justice Programs at Barton County Community College, Tenured
Professor of Law Enforcement at Southern Illinois University
Carbondale, Police Chief City of Villa Grove, IL, as well as
investigator and undercover narcotics investigator police
supervisor and military service.
He has a BA from Northeastern Illinois University, MS in Law
Enforcement from Southern Illinois University Carbondale, and a
Ph.D. in Higher Education from Southern Illinois
University-Carbondale He has published extensively in the area
of areas of law enforcement and
national security.
Scott R. Mikesell is an adjunct instructor with the
Homeland Security Defense Coalition and the Homeland Security
University. He is a 29-year veteran of the Columbus (Ohio)
Division of Police. He is certified as an expert marksman and as
a tactical driving instructor. During his 20 years as a Patrol
Officer, he served as a Field Training Officer for 11
probationary officers. The City awarded him a special
commendation medal for bravery in the line of duty.
From 1998 to his retirement in 2006, Mr. Mikesell was the Senior
Master Instructor for the department's Advanced Training
Section. In this capacity he researched, produced and delivered
training not only to the 1,800 sworn officers of C.P.D., but
also the Division's Reserve Officers, non-sworn personnel and
Basic Training classes. In addition, he regularly instructed
classes for the Citizen Police Academy, area universities, and
civic groups, as well as training Public Safety and government
personnel from various agencies. He is certified by the State of
Ohio to instruct over 33 different law enforcement subject units
and maintains his certification by fulfilling regular requests
from the Columbus Police Regional Training Center to return as a
guest instructor for both Basic and Advanced training courses in
his areas of expertise. Although he has delivered training on a
wide variety of subjects, his areas of expertise are terrorism,
CBRN, explosives, HAZMAT, incident management, and community
policing.
His extensive studies and knowledge of subject matter relating
to terrorism / counter-terrorism resulted in his selection as
lead instructor and Training Bureau P.O.C. for all terrorism and
homeland security issues. His expertise was requested in the
development of the Ohio SLATT program, and he is certified to
instruct first responders across the country for the NSA as well
as the Regional Community Policing Institute. He has completed
comprehensive training through the ODP, NSA, BJA, DHS, NFA,
National Guard, and FEMA.
He holds membership in the American Society of Law Enforcement
Trainers, National Sheriff's Association, the International
Counter-Terrorism Officer's Association, the Ohio Counter
Terrorism Association, the International Association of
Emergency Managers, and the International Emergency Manager
Student Association. He is accredited with more than 120 hours
of college credits in Electronics and Applied Communications,
and is currently completing his BS in Homeland Security. Upon
retiring from active police duty, he signed on as Senior Officer
with the Columbus Police Reserves, thus maintaining his
commission; and he formed Wolf Watch Homeland Defense Training,
Ltd., through which he provides training for security forces as
well as civilians.
Dexter Ingram MPA is an adjunct professor with the
Homeland Security Defense Coalition and the Homeland Security
University project. Mr. Ingram is a national security and
counterterrorism specialist with more than 15 years of
experience in the military, public, and private sectors. He
currently serves the U.S. Department of State, Bureau of
International Security and Nonproliferation as Associate
Director of the Office of Weapons of Mass Destruction Terrorism.
In this capacity he develops policy guidelines for combating
weapons of mass destruction terrorism and serves as a senior
advisor to the Department of Homeland Security's Domestic
Nuclear Detection Office. Ingram was recently appointed by the
White House to serve on the Board of Visitors for National
Defense University and is a Senior Fellow at the George
Washington University Homeland Security Policy Institute.
Ingram began his career as a Naval Flight Officer focusing on
nuclear deterrence operations. After leaving the Navy, he joined
the Heritage Foundation as a Threat Assessment Specialist where
he analyzed non-conventional threats to international security.
Then, he became a professional staff member of the House Select
Committee on Homeland Security, specializing in science and
technology and terrorism policy. While working for the Select
Committee, he advised members of Congress on key policy issues
and contributed to the Intelligence Reform and Terrorism
Prevention Act of 2004. During that time, Ingram was named a
Claremont Institute Lincoln Fellow for the Study of
Statesmanship and Political Philosophy.
Ingram entered the private sector as the Director of
Information Security Policy for the Business Software Alliance (BSA).
In this role, Ingram served as BSA's primary policy advocate
representing major technology companies on global security
policy. He later became Vice President of Ingram Engineering,
Inc. (IEI), a technology and intelligence consulting firm
providing systems engineering, enterprise geospatial solutions,
intelligence analysis, and technical services to clients in the
defense industry and civil government.
As an adjunct professor at George Mason University, Ingram
has taught Mass Communication and Public Policy. He has also
guest lectured at George Mason's School of Management on
Knowledge Work and Artificial Intelligence, in addition to
teaching courses at the Foreign Service Institute, the National
Press Club and his alma mater, Hampton University.
Ingram's media experience includes a diverse range of
international broadcast networks, including guest appearances on
CNN, FOX News, MSNBC, BBC, Abu Dhabi TV (UAE), and NHK TV
(Japan). He has provided commentary and analysis on
security-related subjects such as the U.S./China EP-3 standoff,
the September 11th terrorist attacks, the global war on terror,
the northeastern blackout, cyber security, and the space shuttle
Columbia disaster. In addition, his work has been featured on
various news programs and in print media, including ABC News
"This Week," NBC News "Dateline NBC," USA Today, The Washington
Post, Time Magazine, and U.S. News & World Report.
Ingram serves as a representative on the Metropolitan
Washington Council of Governments' Bioterrorism Task-Force, the
National Capitol Region Emergency Response Forum, E.J. Krause &
Associates' Maritime Security Advisory Board, GeoIntelligence
Magazine's Editorial Advisory Board, and the DC Advisory Board
for the Civil Rights Commission.
Ingram holds a Bachelor of Science from Hampton University
and a Master of Public Administration from the University of
Oklahoma. He currently resides in Washington, DC.
Donald Jenkins M.A., B.S. A.S. is an Adjunct
Instructor with the Homeland Security University. He holds a
Master's Degree in Computer Resources and Information Management
from Webster University. He also holds a B.S in Information
Technology from University of Phoenix and an Associates of
Science from the Community College of the Air Force. In
addition, he has specialized training and experience IT Project
Management, INFOSEC, TEMPEST, and COMSEC.
Mr. Jenkins is an information systems security and information
protection subject matter expert. His expertise yields from his
20 years of military service in the United States Air Force. His
career in information security began in 1985 with his enlistment
into the United States Air Force.
From 1985 1998 Mr. Jenkins performed as an Information
Security Officer and Enterprise Records Manager working for the
Communications Division and the Office of the Staff Judge
Advocate. He orchestrated and upgraded the technological
platform baseline security configuration of numerous
organizations to ensure effective support of critical
organizational programs and systems. As a Records Manager he
effectively implemented electronic records management schemes to
effectively assist lawyers and other customers with the proper
disposition of their electronic documentation.
From 1999 2004 Mr. Jenkins held senior level information
assurance positions in which developed goals and objectives that
integrate organizational information technology with information
assurance objectives and business processes. He also provided
oversight in the management of computer security personnel and
of the enterprise information security systems. He also,
established policies, procedures, mission objectives, and
organizational design to ensure information systems and
sensitive information were properly secured. In addition, he has
authored network enterprise directives such Network System
Security Plans and the Enterprise software licensing
regulations. He is well versed in the DoD Information Technology
Security Certification and Accreditation Process (DITSCAP) of
network computer systems. Completed over 20 and provided
oversight of over 100 approved Certified and Accredited systems
at all security levels. Mr. Jenkins is also a certified
Emissions Security Manager. He has performed numerous emissions
evaluations and has vast knowledge of TEMPEST requirements. In
addition, he is a successful Information Technology Program
Manager. As Public Key Infrastructure (PKI) Program Manager he
conducted feasibility studies, developed a PKI implementation
plan, PKI training plan, and oversaw the successful
implementation of his plan in 20 organizations.
Mr. Jenkins currently holds the position as an Information
System Security Representative Subject Matter Expert for the
FBI. In this task he supports FBI HQ and FBI Field Offices in
compliance with FISMA, and other Federal Information Security
Mandates. His advises on new Information Technology security
applications and performs security analysis to help identify the
IT security posture of offices and systems throughout the FBI.
Jose Delgado is an adjunct instructor for the Homeland
Security University. He is a career Federal Government employee
who has spent the vast majority of his career as a military
intelligence officer in a wide variety of assignments stateside
and overseas. He has spent the last three years working as a
United States Army counterintelligence operations specialist at
Fort George G. Meade, Maryland. Mr. Delgado has also worked as a
foreign disclosure officer, reviewing and approving classified
information for release to foreign allies and counterparts and
was an adjunct faculty member of the Joint Intelligence Training
Center, United States Joint Forces Command, Norfolk, VA. He was
commissioned as an officer in the United States Army in July
1985 and transitioned to a civilian intelligence career in
October of 1997.
As an Army Military Intelligence Officer, Mr. Delgado served in
a myriad of functions, to include: Senior Counter drug Analyst,
Joint Interagency Task Force West; Chief, Collection Management
Division, Joint Interagency Task Force West; Intelligence
Officer, 1/327th Infantry Regiment, 101st Airborne Division (Air
Assault); and Counterintelligence Officer, 470th Military
Intelligence Brigade (Panama).
Mr. Delgado is a combat veteran of the El Salvadoran insurgency,
Operations Just Cause, Desert Shield, Desert Storm and numerous
counter-drug assignments in Central and South America, as well
as the Far East. He has over ten years of training experience
delivering adult-level education in foreign disclosure,
intelligence subject matter and advanced weapons and tactics to
both U.S. and allied armed forces.
Mr. Delgado earned his undergraduate degree in Coastal Marine
Biology from the University of Puerto Rico. He graduated in
October 2005 with a Master of Arts in Education specializing in
Adult Education and Distance Learning from the University of
Phoenix and is currently pursuing his Doctor of Philosophy in
Adult Educational Leadership from Walden University.
Detective Frank R. Kosciow: Is an adjunct instructor and
member of our curriculum design team for the Homeland Security
Defense Coalition and our Homeland Security University project.
He is currently employed as a police officer with the Santa Ana
Tribal Police Department, and is a member of their Emergency
Services Team (EST). He has been his agency's representative to
the NM WMD Working Group, FBI/JTTF, US Attorney's Office ATAC,
NM Indian Country Emergency Management Collaborative, and the NM
Gang & Terrorism Task Force, & the Middle Rio Grande Terrorism
Early Warning Group. He holds a BA in Psychology and an MS in
Criminal Justice Administration.
